** Prepositions in the textbook (at least the New Horizon series) are a bit ackward to disect. When I asked various JTEs about what specifically this 'grammar point' is supposed to be teaching, I was told it was introducing "There is/are..." The confusion is that this particular 'grammar point' doesn't exist in English. Since "is/are" was introduced in the first year, I focused on the preposition in the sentence.
*** If I'm not mistaken, "city hall" refers to a type of building, much like "video store" and you wouldn't capitalize that, so unless you provide the name of the 'city hall' it should be written in lowercase letters.
